TIN matching readiness
IRS TIN Matching Program
The IRS TIN Matching Program is a free pre-filing e-Services tool for eligible payers and authorized agents. It compares a payee name and TIN combination with IRS records before covered information returns are filed (https://www.irs.gov/tax-professionals/taxpayer-identification-number-tin-matching). Interactive matching accepts up to 25 combinations with immediate results, while bulk matching accepts up to 100,000 with results within 24 hours (https://www.irs.gov/government-entities/federal-state-local-governments/taxpayer-identification-number-tin-matching-tools). W9Finder supports W-9 collection and vendor readiness. W9Finder does not run or connect to IRS TIN Matching.
This page explains the rules for firm review workflows. It is not tax or legal advice.
Who this page is for
This page is for accounting and bookkeeping firms deciding whether IRS TIN Matching belongs in a pre-filing workflow and what the vendor file should look like before a separate IRS process begins. Enrollment mechanics remain on the IRS pages cited throughout.
What the program does
The IRS established the online program for payers of reportable payments subject to the backup withholding provisions of Internal Revenue Code section 3406. A participant submits a payee name and TIN combination and receives an indicator showing whether the combination matches IRS records before an information return is filed (https://www.irs.gov/government-entities/federal-state-local-governments/taxpayer-identification-number-tin-matching-tools, https://www.irs.gov/tax-professionals/taxpayer-identification-number-tin-matching).
Interactive TIN Matching accepts up to 25 combinations at a time and returns results immediately. Bulk TIN Matching accepts text files containing up to 100,000 combinations and returns results within 24 hours (https://www.irs.gov/government-entities/federal-state-local-governments/taxpayer-identification-number-tin-matching-tools).
Who can use it
Current IRS guidance covers payers and authorized agents handling Forms 1099-B, 1099-DA, 1099-DIV, 1099-G, 1099-INT, 1099-K, 1099-MISC, 1099-NEC, 1099-OID, or 1099-PATR that report income subject to backup withholding (https://www.irs.gov/publications/p1099, https://www.irs.gov/businesses/small-businesses-self-employed/backup-withholding-b-program).
The payer must satisfy the IRS prior-filing requirement, complete a TIN Matching application through e-Services, and be listed in the Payer Account File database (https://www.irs.gov/irm/part3/irm_03-042-008, https://www.irs.gov/tax-professionals/taxpayer-identification-number-tin-matching). Confirm the current requirements before planning staff time around access.
Why firms use it before filing
The IRS says pre-filing name and TIN checks are expected to reduce backup withholding notices and penalty notices (https://www.irs.gov/publications/p1099).
This page stops at pre-filing orientation. The CP2100 and B-notice guide owns notice procedures, while the backup withholding rules guide owns the withholding framework.
Practical workflow
- Read the current IRS guidance and confirm access.
- Audit the vendor list for missing W-9s, incomplete legal names, and duplicate records.
- Request missing W-9s through secure links and review returned documents.
- Keep external matching outcomes and exception questions in a controlled firm workflow.
- Export reviewed records for the firm's next process.
Use the W-9 vendor readiness checklist for the audit and how to request a W-9 from a vendor for collection mechanics.
TIN matching readiness checklist
| Area | Check | Why it matters |
|---|---|---|
| Eligibility | Confirm current IRS access and prior-filing requirements. | Staff should not plan around access until the payer is eligible. |
| Vendor cleanup | Resolve missing W-9s, unclear legal names, and duplicate records. | The IRS workflow evaluates the submitted name and TIN pair. |
| Sensitive data | Keep full TIN values out of notes, email, and ordinary UI. | The preparation process should not create new leakage paths. |
| Mismatch routing | Use the CP2100 and backup withholding guides for downstream notice questions. | Notice procedures and withholding mechanics belong in their dedicated workflows. |
| W9Finder handoff | Use reviewed status fields and CSV exports to separate ready records from exceptions. | Reviewer time stays focused on open questions. |
Keep vendor records ready for the external IRS workflow
W9Finder helps accounting and bookkeeping firms collect W-9s through secure request links, track reminders, clean up vendor records, manage review handoffs, and export reviewed CSV files.
W9Finder does not run IRS TIN Matching, connect to the IRS TIN Matching Program, verify or validate TINs against IRS records, file information returns, or calculate backup withholding.

No. W9Finder supports W-9 collection, vendor record cleanup, reminders, review handoffs, and reviewed CSV exports. It does not run IRS TIN Matching, connect to the IRS TIN Matching Program, or verify or validate TINs against IRS records.
What should firms clean before TIN matching?
Review vendor legal names, business names, TIN presence, W-9 status, duplicate records, and client ownership before a separate IRS matching workflow. Keep full TIN values out of ordinary notes and email, and route exceptions through a controlled firm review process.
